To allow, enable or disable the access to change the access level for user, follow the path given:
Settings ---> Organisation ---> User Settings: Select User Level/User Type/Access Level/Get---> Click on the Edit
button against Can Change Access Level--> Click on the checkbox and save.
Note: Only Organisation and Zonal level user can change their access level.
