Follow the below path to assign regular fee to students.

Path: Finance --> Fee Management --> Assign Fee to Students --> Select Academic year, Class, Section, Fee type and click on "Get Students"-->Select Not assigned Students-->Select the students to whom would you like to assign the fee --> Select the fee plan and Assign Fee Plan To Selected Students
