Follow the below path to add the segments to existing fee plan

Settings --> Finance -> Create Fee Plan --> Select the Academic year, Type of Fee Plan and click on Get --> Manage Fee Plans --> Click on + Symbol against the fee plan under the Segments column --> Select the Segment and Add
